Group standards will become the booster for industrial innovation and development - 2015 machine tool & tool industry’s standardization work conference held in Beijing Zhang Fangli，Media Dept. of CMTBA On August 18th 2015, China machine tool & tool industry’s standardization work conference was held in Beijing. Sun Xuliang, division chief of the first industry department of the National Standard Committee, was invited to the meeting and delivered a report. Over 60 people, including Chen Huiren, standing vice chairman & secretary general of the CMTBA, secretary generals and deputy secretary generals of CMTBA’s sub-associations, secretary generals and deputy secretary generals of National Standardization Technical Committee of machine tool & tool industry and its sub-committees, attended the meeting. Mr. Chen Huiren made a speech and Guo Changcheng, director of Development Dept. of CMTBA hosted the meeting. In March this year, the State Council issued the "Reform Plan on Deepening Standardization ", pointing out that China's current standard system and standardized management system have been unable to meet the needs of the socialism market economic development, and to some extent, even affected the economic and social development. ”Reform plan" clearly puts forward to foster the development of group standards to encourage society, association and other social organizations with corresponding abilities to coordinate the relevant market entities to jointly formulate the standards meeting the needs of the markets and innovation. Chen Huiren stressed in his speech, “the standardized system of machine tool & tool industry is relatively complete. We have 10 National Standardization Technical Committees, but there are also problems such as lack of standards, aging, lagging, redundant, standardized system not reasonable enough, coordination-propulsion system not complete and other issues, which limited the full play of vitality of market entity." Therefore, in order to better exert the high degree of marketization, active technology innovation and features of more product-family standards of machine tool & tool industry, CMTBA launched the work relating to the association standard, and formulated "association standard management approach". The conference focused on the relevant "management approach" and steps of its implementation. In his speech, Sun Xuliang described the policy thinking, the overall requirement and the implementation principle of Reform Plan of Deepening Standardization rolled out by the state, and offered the specific guidance and suggestion for the machine tool association to carry out the work of group standards. He said that to organize the implementation of standardization reform involves four aspects of upgrading considerations: (1) to accelerate the establishment of intelligent manufacturing standards system; (2) to promote the standardization in basic fields; (3) to promote the standardization in key fields; (4) to promote international standards and related standardization for China's manufacturing to go abroad. Division chief, Mr. Sun suggests CMTBA should seize the opportunity of policy, carry out solid work and actively promote the construction of group standards so as to narrow the gap with the standards of associations of advanced nations in the world as soon as possible. Lou Xiaozhong, deputy director of development Dept. of CMTBA, made a work report on the explanation of compiling management methods of CMTBA’s standard and the thinking of standardization of CMTBA’s work to the representatives in the meeting. He said that our association’s standard is the refinement and supplement to the current national standards to lift its coverage to meet the needs of common technology and management of the industry. The association’s standard and the current national standards and industry standards are complementary. It should be an advanced and timely one to satisfy the reflected requirements of the market demand and technology innovation development. In addition, he also reported the implementation of <the research on the integrated standard system of the industry chain of the CNC machine tool for the user>. Dr. Wang Chunxi, deputy chief engineer of the machinery industry comprehensive technology on instrumentation and economy research institute, is also invited to the meeting to give a report of "from the digital plant to intelligent manufacturing". The report introduced the concept of digital plant and expounded the current situation of our country as well as the requirement of digital plant. He also elaborated the promotion policies on the field of intelligent manufacturing and methods in various countries in the world as well as the research progress on relevant international standards. The delegates fully discussed the agenda items of the meeting and offered pertinent comments and suggestions separately.
